An earthquake measuring 6.3 on the Richter scale jolted Bali Sea at 0913 GMT on Monday, the Hong Kong Observatory said.
The epicenter is located near 7.2 degrees south latitude and 117.0 degrees east longitude, about 180 kilometers northeast of Lombok, according to the Hong Kong Observatory.

Portugal's Fado included in world intangible heritage list
Portugal's Fado included in world intangible heritage list
UNESCO decided Sunday that the most traditional Portuguese music genre, the fado, will be included in the World Intangible Heritage list.
The decision was made at a meeting of the Intangible Cultural Heritage Committee in the Indonesian resort of Bali island.
Fado was one of the 49 cultural expressions that were in consideration to be part of the intangible cultural heritage. The Portuguese bid, unanimously accepted, was considered to be a model for other countries that want their cultural expressions recognized by UNESCO.
It took six years since former Lisbon mayor Pedro Santana Lopes came up with the idea that fado should be considered as a cultural heritage.
"We are making a rescue plan of this music with five axes, that include the creation of a repository network that will work integrated; we will build a digital collection of all fado recordings," said Sara Pereira, director of the Fado Museum.
Efforts will also be made to publish the bibliographical sources on this music gendre, launch an educative program that includes a special school training luthiers specialized in the Portuguese guitar and include the fado in school programs, said Pereira.
They will also create a fado route in Lisbon, that will include all important places for this gendre of music.

6th East Asia Summit concludes, eyeing further regional integration
The East Asia Summit (EAS) concluded with the adoption of two key documents here on Saturday.
The Declaration of the EAS on the Principles for Mutually Beneficial Relations and the Declaration of the 6th EAS on ASEAN Connectivity were adopted as the outcome documents of the 6th EAS.
The summit was attended by leaders from 10 ASEAN member countries, the Dialogue Partners and the Secretary General of ASEAN Surin Pitsuwan. New Zealand Prime Minister John Key and Russian President Dmitry Medvedev were represented by their respective foreign ministers.
The first declaration contains basic norms and common principles taken from various previous basic documents including the UN Charter, the Treaty of Amity and Cooperation in Southeast Asia and other arrangements among EAS participating countries.
It will serve as the guidance of conduct for EAS participating countries towards promoting and maintaining peace, stability and prosperity in the region.
The second declaration includes connectivity as one of the key areas of cooperation of the East Asia Summit besides the existing five priorities, namely finance, energy, education, communicable diseases and disaster management.
This declaration will inter alia support and facilitate further cooperation between the ASEAN and other EAS participating countries in the Connectivity initiative, and a regional public- private partnership development agenda and will promote greater engagement and cooperation in people-to-people connectivity.
At the closing ceremony, Indonesian President Susilo Bambang Yudhoyono said he felt very happy and grateful for all the achievements made through the Summits and Indonesia's chairmanship this year.
"Through the many meetings of the ASEAN Summit in Bali, we have achieved many significant achievements. We have a roadmap for the ASEAN Community through the Bali Concord III. We have, for the first time, the participation of Russia and the United States," he said, adding "past achievements must become a strong foundation so that we may progress even further."
Cambodian Prime Minister Hun Sen delivered a short speech at the event after the announcement of the pass-on of the ASEAN chairmanship to Cambodia.
"Cambodia is very honored and pleased to take the chairmanship and host the 20th and 21st ASEAN Summit in 2012," he said.
Hun Sen listed a number of Cambodia's priorities as the chair of the ASEAN Summits in 2012, including:
-- intensifying efforts aimed at building a rule-based, people- oriented and fully integrated ASEAN Community;
-- ensuring concrete achievements of milestones as prescribed in Roadmap for an ASEAN Community for 2009-2015;
-- ensuring progress in the implementation of Initiative for the ASEAN Integration Work Plan II;
-- enhancing cooperation and strengthening partnership with Dialogue Partners and all regional groupings.
The ASEAN countries declared at its 9th Summit in October, 2003 its intention to create an ASEAN Community based upon three pillars by 2020 -- the ASEAN Security Community, the ASEAN Economic Community and the ASEAN Socio-Cultural Community, which was later speeded up to 2015.
The ASEAN groups Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Thailand, Singapore and Vietnam.

The President is the first person to be designated a global champion by the UN office for disaster management, UNISDR, for making disaster risk reduction a national priority following the Asian tsunami that hit the country on Dec. 26, 2004, just two months after he took office.
Margareta Wahlstrom, the UNISDR Chief, said earlier, "Within weeks of taking office, President Susilo Bambang Yudhoyono was confronted with one of the worst disasters in his country's history. He rose to the occasion and set about transforming risk management in Indonesia through a series of far-reaching measures which will be an enduring part of his political legacy."
As part of his new role as Global Champion, the President will continue to advocate and promote the importance of disaster risk reduction, particularly in the areas of school and hospital safety.
The UN-Indonesia meeting is part of the ongoing 19th ASEAN Summit and related Summits on Nov. 17-19 in which leaders from Indonesia and UN exchanged views on fostering relations, strengthening the resilience of communities and individuals in face of disasters, as well as enhancing cooperation in disaster prevention and mitigation.

Wen said he would continue to exchange views with the other two leaders on major issues of common concern, and strengthen communication and cooperation among the three sides.
Wen also welcomed the attendance of Shin Bong-kil, the first secretary general of the Trilateral Cooperation Secretariat, which was established in Seoul last September as a standing organization.
Japanese Prime Minister Yoshihiko Noda thanked the Chinese and South Korean leaders for visiting Fukushima during the trilateral summit last May.
The visit greatly encouraged Fukushima residents and promoted trilateral cooperation in nuclear security and disaster prevention, Noda said.
He said that at Saturday's summit, the three sides would review their cooperation and hold "candid" discussion on the regional and international situation.
Echoing the two leaders' remarks, South Korean President Lee Myung-Bak said that the three nations have conducted positive cooperation in various areas and made headway in mechanism construction.
As uncertainties in global economy persist, close cooperation among the three nations will not only be conducive to East Asia's stability and development, but also contribute to global economic growth, he said.
Later in the day, the three leaders will also attend the 6th East Asia Summit, which will also gather leaders from ten ASEAN member states and India, New Zealand, Australia, Russia and the United States.

5.3-magnitude quake strikes off Bali
A shallow undersea quake with the magnitude of 5.3 jolted Bali island of Indonesia where hundreds of international delegates and world leaders are attending the ASEAN Summit, the Indonesian Meteorology and Geophysics Agency reported here on Firday.
The quake struck at 19:23 p.m. Jakarta time (1223 GMT) with epicenter at 272 km southwest Nusa Dua of Bali and with the depth at 10 km under sea bed, an official of the agency told Xinhua.
Indonesia sits on a vulnerable quake hit zone, the so called " the Pacific Ring of Fire."

The 14th ASEAN Plus Three Summit and a series of ASEAN Plus One Summits will be convened here on Friday, according to a statement issued by the Indonesian Ministry of Foreign Affairs Thursday.
The "10+3" Summit will be chaired by Indonesian President Susilo Bambang Yudhoyono and attended by the heads of state or government of the ASEAN member states as well as China, Japan and South Korea, to discuss on the deepening of political and security cooperation in accordance with the Cooperation Work Plan, the statement said.
The 14th ASEAN-China Summit as Commemorative Summit to celebrate the 20th anniversary of the ASEAN-China relations will be attended by Indonesian president, heads of state or government of ASEAN members and Chinese Premier Wen Jiabao, to take stock of ties and cooperation between ASEAN and China, to deliberate the future direction of the dialogue partnership, and to launch the ASEAN-China Center.
The summit is also expected to adopt the ASEAN-China Joint Leaders' Statement on the 14th ASEAN-China Summit as a Commemorative Summit.
The meeting will be followed by the ASEAN-Japan Summit with the participation of the Japanese Prime Minister Yoshihiko Noda and the ASEAN-South Korea Summit with the presence of the South Korean President Lee Myung-bak, which will discuss issues of common concern and work to boost relations between ASEAN and the two countries.
The Secretary General of ASEAN Surin Pitsuwan will also be in attendance at fore-mentioned Summits.

World attention is drawn to the Indonesian resort island of Bali this month as ASEAN leaders will review the progress of the ASEAN community-building in the 19th ASEAN Summit and related Summits from Nov. 17 to 19 following a series of back-to-back ministerial preparatory sessions.
Since the start of this year, the Association of Southeast Asian Nations (ASEAN) has been confronted with dual challenges of contagious Europe debt crisis and a slew of natural disasters. But analysts believed the improved cooperative mechanisms, deepening cooperation among ASEAN nations and the leaders' strong political will to boost regional economic integration could underpin the ASEAN Community, especially the process of building an integrated economic community.
PERFECT STORM
The sputtering world economy dented by the 2008 financial crisis was dealt a further blow this year by the European debt crisis triggered by Greek sovereign debt debacle, thus the impact on ASEAN countries closely linked to the external economy is unlikely to be shallow.
ASEAN countries are mostly export-driven economies reliant on the demand of the external economy and foreign capital. The economy of ASEAN's main trading partners including that of the European Union, the United States and China all slowed down in varying degrees due to the debt crisis. Experts believed the negative impact of the extended crisis on ASEAN economies will last for at least six months to one year, the economies with a large exposure to world markets bearing the brunt, such as Singapore, Malaysia, Indonesia and Thailand.
According to an evaluation report issued by Moody's Investors Services in October, the worsening external environment weighed on the growth path of ASEAN. Moody's put the average economic growth rate of the ASEAN region at 4.8 percent, and said it might experience slower growth in the year to come.
The weakened domestic economy, not the least hindered export growth have driven the national debt of the ASEAN countries to a somewhat high level, increasing the difficulty of economic regulation and deficit management, thus casting a pall over the ASEAN's efforts to coordinate fiscal policy and deepen economic integration.
The serious tropical storms and flooding afterwards engulfed the Southeast Asian region since July. Many countries have been suffering unprecedented floods like Thailand, Vietnam and Myanmar, dragging down the ASEAN economies already rocked by the financial storm. As a consequence, the economic forecast of the flood- ravaged countries was downgraded by international rating agencies. The Asian Development Bank lowered the economic growth rate of the Philippines and Thailand to 4.7 percent and 4 percent respectively, and revised down Thai economic outlook in 2012 from 4.8 percent to 4.5 percent. The International Monetary Fund predicted that Vietnam's GDP growth this year would slacken to 6.25 percent.
RIDING OUT THE STORM
The ASEAN integration process has been inexorably encumbered amid financial turmoil and natural calamity. But as experts pointed out, its relatively robust economic performance, huge potential and elevated regional connectivity could help ASEAN weather the storm, while spurring the economic recovery of the Asia-Pacific region, even the world at large.
Deputy Minister of Trade and Industry of Indonesia Mahendra Siregar said at a symposium in October that opening to the outside world and building the ASEAN Economic Community has brought about tangible benefits to all the ASEAN countries. In the face of global economic gloom, ASEAN should not backpedal, but adhere to and support the integration roadmap. The ASEAN countries shall expand and utilize both domestic and regional markets, and take advantage of each other's strengths to enhance the overall competitiveness of the ASEAN, he said.
Surin Pitsuwan, the Secretary-General of ASEAN, said at the 43rd ASEAN Economic Ministers Meeting held in Manado of Indonesia in August, 2011 that as of July this year, ASEAN has fulfilled more than 73 percent of the tasks laid out in the ASEAN Economic Community Blueprint enacted from 2003.
During the last decade, ASEAN members have made significant progress in reducing trade and investment barriers to boost the building of the Economic Community. By the end of 2010, 99.11 percent of the taxes among Brunei, Indonesia, Malaysia, the Philippines, Singapore and Thailand were eliminated, and 98.86 percent of the taxes among Cambodia, Laos, Myanmar and Vietnam were cut to less than 5 percent.
The ASEAN countries are also involved in all-dimensional, multi- level and wide-ranging cooperation with main trading partners through Ten Plus One and Ten Plus Three, the main cooperative channels within the East Asia economic rim. Their efforts to strengthen the Free Trade Area mechanism with China, Australia, South Korea and New Zealand made ASEAN more appealing to foreign investment. In 2010, the amount of foreign investments to ASEAN totaled 75.8 billion U.S. dollars, doubling that of 2009. Direct investments among ASEAN countries jumped by a handsome 131 percent in 2010 on a yearly basis.
To effectively combat recurrent natural disasters, ASEAN has devoted substantive resources in recent years to synergize the strengths of its members and other countries in the Asia-Pacific region in a bid to ensure the safety of the public, thus minimizing the implication of disasters.
The ASEAN Agreement on Disaster Management and Emergency Response signed in 2005 went into effect in 2009, providing ASEAN countries with a legal framework for regional disaster relief cooperation. As the headquarters of disaster management in the region, the ASEAN Humanitarian Assistance Center is expected to be launched by the end of this year. Moreover, according to the joint statement issued by the ASEAN Finance Ministers Meeting in April 2011, the officials in charge of insurance affairs and the relevant industry of the ASEAN countries will study and set up the "Risk Financing Mechanism" to develop a proactive response capability to mitigate the burden on government budget.
A broad range of issues will be on the table at the current 19th ASEAN Summit, and the impact of Europe's debt crisis on ASEAN and the East Asian region, and how to better deal with natural disasters are set to top the agenda. During the meeting, the ASEAN countries are expected to reaffirm their commitments to regional integration and the target of establishing an ASEAN Community by 2015 and adopt several outcome documents, including the Bali Declaration on ASEAN Community in a Global Community of Nations.

At the 12th ASEAN Summit in January 2007, the leaders affirmed their strong commitment to accelerate the establishment of an ASEAN Community by 2015 and signed the Cebu Declaration on the Acceleration of the Establishment of an ASEAN Community by 2015.
The ASEAN Community is comprised of three pillars, namely the ASEAN Political-Security Community, the ASEAN Economic Community and the ASEAN Socio-Cultural Community.
Each pillar has its own blueprint, and, together with the Initiative for ASEAN Integration (IAI) Strategic Framework and IAI Work Plan Phase II (2009-2015), they form the Roadmap for an ASEAN Community 2009-2015.
The ASEAN Charter, entered into force in 2008, serves as a firm foundation in achieving the ASEAN Community by providing legal status and institutional framework for the ASEAN. It also codifies ASEAN norms, rules and values, sets clear targets for the ASEAN, and presents accountability and compliance.
In effect, the ASEAN Charter has become a legally binding agreement among the 10 ASEAN member states.
To enhance capacity building, the ASEAN has set up ASEAN Coordinating Council and three ASEAN Community Councils including the ASEAN Political-Security Community Council, the ASEAN Economic Community Council and the ASEAN Socio-Cultural Community Council.
The ASEAN, established in 1967, groups Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Vietnam.

The 19th Association of Southeast Asian Nations (ASEAN) Summit kicked off here on Thursday, gathering heads of state or government from 10 ASEAN member states.
The summit, themed "ASEAN Community in a Global Community of Nations", is chaired by the President of the Republic of Indonesia, H.E. Dr. Susilo Bambang Yudhoyono.
In the inaugural address, Yudhoyono showed sympathy towards the victims of natural disasters in the Southeast Asian region this year and expressed solidarity with the governments of affected countries.
"The summit is convened to solicit cooperation in the Southeast Asian region to reach the ASEAN Community by 2015," Yodhoyono said.
"The world is faced with great changes...(and) new threat of economic crisis. Continuous uncertainties are haunting the global economy besides financial fluctuation like food security, water security, the issue of energy, climate change... Amidst such great changes, there are also great hopes placed on our region," he said.
"History has proven and tested that the ASEAN association is mature, able to keep stability and strengthen economic growth," he added.
In his speech, Yodhoyono also raised five points to address in the coming days, including taking concrete steps to strengthen the three pillars of the ASEAN Community and implement the relevant action plans; promoting economic growth to make ASEAN region more resilient in face of global volatility; maintaining the leadership and centrality of ASEAN in regional cooperation architecture; ensuring the stability and security of the Southeast Asian and East Asian region; and strengthening the role of ASEAN in the global community in tackling global challenges.
"ASEAN must be part of the solution to global challenges, to facilitate and engage in the resolution," he stressed.
The meeting is set to address a broad range of issues impacting the region such as global economy, G20 Summit, disaster management, climate change, food and energy security, regional integration, among others, and is expected to adopt several outcome documents, including the Bali Declaration on ASEAN Community in a Global Community of Nations.

Brazilian FM signs TAC in Bali, Indonesia
Brazilian Minister of External Relations Antonio Patriota signed the Declaration on Accession to the Treaty of Amity and Cooperation in Southeast Asia (TAC) here on Wednesday.
The signing ceremony was attended by Patriota along with foreign ministers from 10 ASEAN member states as well as ASEAN Secretary-General Surin Pitsuwan.
Brazil thus became the first Latin American nation that signed the TAC with the ASEAN.
"This is a good development, indicating that the TAC is becoming universal," Indonesian Foreign Minister Marty Natalegawa said after a bilateral meeting with his Brazilian counterpart earlier in the day.
China was the first non-ASEAN member state to sign the TAC, followed by India and Japan. The European Union and the United States both acceded to the TAC in July, 2009.
TAC is a peace treaty among Southeast Asian countries established by the association's founding members which began to take effect on Feb. 24, 1976.
The treaty was amended on December 15, 1987 by allowing non- ASEAN members to join the treaty and was amended again on July 25, 1998 by adding a clause to the treaty related to compulsory approval by all member states.

BALI, Indonesia, Nov. 16 (Xinhua)
Brazilian Minister of External Relations Antonio Patriota signed the Declaration on Accession to the Treaty of Amity and Cooperation in Southeast Asia (TAC) here on Wednesday.
The signing ceremony was attended by Patriota along with foreign ministers from 10 ASEAN member states as well as ASEAN Secretary-General Surin Pitsuwan.
Brazil thus became the first Latin American nation that signed the TAC with the ASEAN.
"This is a good development, indicating that the TAC is becoming universal," Indonesian Foreign Minister Marty Natalegawa said after a bilateral meeting with his Brazilian counterpart earlier in the day.
China was the first non-ASEAN member state to sign the TAC, followed by India and Japan. The European Union and the United States both acceded to the TAC in July, 2009.
TAC is a peace treaty among Southeast Asian countries established by the association's founding members which began to take effect on Feb. 24, 1976.
The treaty was amended on December 15, 1987 by allowing non- ASEAN members to join the treaty and was amended again on July 25, 1998 by adding a clause to the treaty related to compulsory approval by all member states.

Bali holds ASEAN Blogger Conference to promote ASEAN Community via social media
The Association of Southeast Asian Nations (ASEAN) Blogger Conference kicked off here Wednesday with the theme of "The New ASEAN and its Cooperation with Dialogue Partners".
The conference, officially opened by Indonesian Minister of Communications and Information Technology Mr. Tifatul Sembiring, was attended by 200 representatives from 10 ASEAN member states.
"ASEAN Blogger Conference 2011 is expected to bring ASEAN closer to the community and to be a forum for brainstorming ideas about the implementation of the ASEAN Charter towards the establishment of ASEAN Community 2015," Mr. Tifatul Sembiring said Wednesday.
ASEAN Blogger Community (ABC) was initiated by the bloggers from various cities in Indonesia. The bloggers want ASEAN to be not only a forum for the elitists, diplomats and governments, but also as a forum of connection and communication between peoples.
Mr. Iman Brotoseno, the ABC president, said ASEAN's first Blogger Conference has discussed the development of online social media utilization in member countries and the steps can be done by ASEAN bloggers in supporting ASEAN Community by 2015 through active roles in their respective countries.
The conference will last until Thursday as a part of back-to- back ASEAN meetings in Nusa Dua Bali, Indonesia.
